Barangay Libertad is formerly under the Municipality of Banga. Its
original inhabitants are Muslims in the northern part. It was created by virtue
of RA 3420, where under this act Barangay Libertad generally occupies. Its
history is generally reckoned by the conglomeration of settlers from Luzon and
Visayas under the Land Settlement Program of ISA-RCPA-NARRA and LASEDECO.
Fortunately, it is in this very barangay where the district land settlement
office was established and assumed a former name known as Base Camp, or
compound as the employees and settlers fondly called it. Upon final districting
of LASEDECO the barangay became Barrio11 as recorde in the Banga Land
Settlement District. During year 1950’s settlers choose their Barangay
Officials in which Jose Palmos was chosen as Kapitan Del Barrio followed by
Esberto Guanco (19570, until he was replaced by William C. Causing(1959),
followed by Juan Trespeces, Jose T. Sison, Rosendo Dongon, Flor Villaflor,
Domingo Catequista (1981), Alfredo Biare Jr. (1988), Federizo Banes
(1988-1997), Romeo D. Sagra (1997-1998), Alfredo Biare Jr. (1998-2002), Ronnie
D. Escleto 2002 up to the present.
In june 1961 the first
general assembly of settlers was held. It was during the assembly that a new
name was chosen-Barangay Libertad.
By virtue of RA 6323 on June
18, 1963, Surallah was created and became a regular Municipality where the seat
of its government is in Libertad and it continued to exist and become a regular
barangay of the Municipality of Surallah.
Barangay Libertad at present
is considered as the commercial center not only in the Municipality of Surallah
but also in the whole upper Valley Area. Because of its strategic location,
thousands of people flock to this area for commerce and trade, banking and
during business.
Municipal wide activities
are mostly done at this barangay. Be it civic, social, religious, political,
sports or any related activities which needs the participation of the 17
barangays of the municipality.
During the incumbency of
Hon. Ronnie D Escleto and his councilmen, the construction of double storey
barangay hall was funded through the kindness of Hon. Daisy Avance Fuentes on
January 2007 and was inaugurated last June 12, 2009
